According to the U.S. Embassy in Malaysia, an American Consular Officer will be paying a visit to Penang, to provide simple services for Americans in Penang.
During this time, the officer will provide notary services and take U.S. passport applications back to the Embassy for final processing.

You will need to bring your own photocopies of original documents (birth certificate or U.S. passport) and please bring exact change.
