Your neighbour’s opinions will count if you intend on keeping a dog at home in Johor.
According to the New Straits Times, the Johor Bahru City Council (MBJB) will ask the opinions of neighbours before they approve applications for dog licenses.

Those renewing their dog license will also be put through the same process.
