From October 26–28, 2025, Malaysia’s capital will welcome regional and global leaders for the 47th ASEAN Summit, marking a pivotal moment for Southeast Asia’s unity, progress, and expanding partnerships.
Kuala Lumpur is preparing to take the global stage as it hosts the 47th ASEAN Summit and Related Summits from October 26 to 28, 2025, under the theme “Inclusivity and Sustainability.” The event, chaired by Prime Minister Dato’ Seri Anwar Ibrahim, will bring together heads of state, ministers, and senior officials from across Southeast Asia and beyond to strengthen cooperation, deepen regional integration, and advance shared goals for a more resilient ASEAN community.
At the invitation of Malaysia’s prime minister, ASEAN Secretary-General Dr. Kao Kim Hourn will lead the ASEAN Secretariat delegation to the high-level gathering. As Chair for 2025, Malaysia will play a central role in shaping the bloc’s priorities and long-term vision amid shifting global dynamics and increasing economic interdependence.
A DEFINING MOMENT FOR REGIONAL UNITY
The three-day summit will be held at the Kuala Lumpur Convention Centre (KLCC), situated in the heart of the city’s vibrant commercial district. This year’s theme, Inclusivity and Sustainability, reflects ASEAN’s commitment to ensuring that growth across its 10 member nations benefits all communities while addressing challenges such as climate change, equitable trade, and digital transformation.
A number of landmark events will take place alongside the main meetings. Among the most notable is the signing of the Declaration on the Admission of Timor-Leste into ASEAN, marking a historic step toward full membership for the region’s youngest nation. Timor-Leste has attended ASEAN meetings as an observer since 2022, and its expected accession will officially expand the bloc to 11 members.
In addition, Finland will formalize its partnership with the region through the Signing Ceremony of the Instrument of Accession to the Treaty of Amity and Cooperation in Southeast Asia (TAC), reinforcing ASEAN’s growing global engagement. Another key development will be the Second Protocol to Amend the ASEAN Trade in Goods Agreement (ATIGA), which aims to streamline customs processes, enhance digital trade, and support regional supply chain resilience.
The 5th Regional Comprehensive Economic Partnership (RCEP) Leaders’ Summit is also scheduled, bringing together signatory countries to assess progress on the world’s largest free trade agreement. The ASEAN Prize Presentation Ceremony will round out the summit, recognizing outstanding individuals and organizations that have contributed to advancing ASEAN’s goals and regional cooperation.

PRE-SUMMIT ENGAGEMENTS AND MINISTERIAL MEETINGS
Ahead of the summit, Dr. Kao will attend a series of ministerial-level sessions on October 25, including the ASEAN Foreign Ministers’ Meeting (AMM), the 30th ASEAN Political-Security Community (APSC) Council Meeting, the 37th ASEAN Coordinating Council (ACC) Meeting, and the Joint Foreign and Economic Ministers’ Meeting. These discussions will lay the groundwork for the leaders’ summit, reviewing policy directions and addressing regional priorities in security, trade, and social development.
Dr. Kao is also scheduled to hold bilateral talks with senior leaders from ASEAN member states, dialogue partners, and international organisations. These meetings will explore new avenues of cooperation and strengthen partnerships in areas such as climate resilience, green investment, maritime security, and digital infrastructure.
KL GEARS UP FOR GLOBAL ATTENTION
With the summit expected to attract thousands of delegates, journalists, and security personnel, Kuala Lumpur is intensifying preparations to ensure smooth logistics and a welcoming atmosphere. Hotels around KLCC, Bukit Bintang, and KL Sentral are expected to see near-full occupancy, while city authorities are coordinating with the Royal Malaysia Police (PDRM) and RapidKL to manage security and traffic around key venues.
Malaysia’s role as ASEAN Chair comes at a crucial juncture. The region faces mounting challenges, from global economic headwinds and climate change to evolving geopolitical tensions in the South China Sea. Yet, under Anwar Ibrahim’s leadership, the focus on inclusivity and sustainability underscores Malaysia’s intent to position ASEAN as a bloc that not only drives economic growth but also upholds social justice and environmental stewardship.
The summit will also serve as a platform to promote Malaysia’s vision for ASEAN 2045, a long-term blueprint aimed at deepening integration, enhancing connectivity, and empowering youth and small businesses to participate in the regional economy.
