<p>This afternoon, Prime Minister Tan Sri Muhyiddin Yassin addressed the nation and outlined the key points of a RM250 billion economic stimulus package hoped to mitigate some of the financial fallout from the coronavirus pandemic impacting Malaysia and the world.</p>



<p>Some of the package&#8217;s key highlights were as follows:</p>



<p>• RM500 million for Health Ministry to ramp up its capability and resources.</p>



<p>• Government raises special allowance for healthcare workers from RM400 to RM600 a month from April 1 to end of pandemic.</p>



<p> • Additional special allowance of RM200 a month for frontliners from police, immigration, and customs.</p>



<p> • Free Internet from April onwards until the end of MCO.</p>



<p> • Government, together with TNB, will add an allocation of RM530 million for discounts between 15% and 50% for electricity usage up to a maximum of 600kW a month for six months from the April bill.</p>



<p>• RM1,600 in aid to households earning below RM4,000, with RM1,000 paid in April and RM600 in May.</p>



<p>• National Caring Aid (Bantuan Prihatin Nasional) involving one-off cash payment of RM10 billion will be given to the B40 and M40 groups, including private workers, farmers, and fishermen. This includes RM1,600 to four million households earning RM4,000 and below; RM1,000 for households earning RM4,000 above; RM800 for single Malaysians aged 21 and above earning RM2,000 and below; RM500 for single Malaysians aged 21 and above earning between RM2,000 and RM4,000.</p>



<p>• RM200 one-off aid to students of higher education institutions who are affected.</p>



<p>• Government pensioners to receive RM500 one-off cash aid payment.</p>



<p>• Exemption of rental payment for PPR and public housing for six months.</p>



<p>• Insurance and <em>takaful </em>companies will set a RM8 million fund to bear Covid-190 screening test costs of up to RM300 each for policyholders.</p>



<p>• Government and Bank Negara will set additional allocation of RM4.5 billion for SME and micro entrepreneurs, which will comprise five initiatives. Presumably the mechanics and requirements associated with these five initiatives will be announced soon.</p>



<p>• One-off payment of RM500 for 120,000 e-hailing drivers nationwide with a total allocation of RM60 million. This is in addition to the RM600 one-off aid announced for taxi drivers that was announced in the previous stimulus package.</p>



<p>• Government will pay the salaries ordinarily borne by contractors involved in the service sector, such as cleaning services and supply of cooked food in government agencies.</p>



<p>• Government will introduce a wage subsidy of RM600 a month for three months for employers who have had a 50% drop in business since January 1, for workers with a salary of below RM4,000.</p>



<p>• Government will continue all projects allocated in Budget 2020, including ECRL, MRT2, and the National Fiberisation and Connectivity Plan (NFCP) in line with its focus to ensure sustainable economic development.</p>



<p>• The Human Resource Development Fund (HRDF) levy exempted for all sectors for six months starting April 2020.</p>



<p>• Federal government premises such as school canteens, nurseries, cafeteria, and convenience stores exempted from rent for six months.</p>

<p>With the world being forced into self-isolation while countries deal with a raging pandemic, the most vulnerable of our societies and communities face terrifying realities while trying to survive. Among these, many who are recovering addicts and sufferers of substance or alcohol abuse rely on close contact with others to help them in their respective journeys to sobriety. This lock-down will prove to be an extremely difficult time for those who are struggling with their sobriety right now. </p>

<h2><strong>Keep Going!</strong></h2>



<p>If there was any a time to love yourself
that much harder, now would be it. For those who have been actively going for
meetings and staying sober, you are allowed to feel proud of how far you’ve
come. Use your sense of achievement to document your progress and continue
pushing forward through this current lockdown. You have made it this far, you
can and will jump this hurdle of quarantine. </p>



<p>For those who struggle with staying sober, you are not alone! Isolation while battling addiction is a dangerous place to be in, and you will be more susceptible to giving in when that overwhelming feeling of the world collapsing all around you kicks in. Fight it! You may not be able to see it or hear it, but there are countless others out there right now who are rooting for you. Loneliness is a tough barrier to get through, so at this time, the internet is a very useful tool that will help you with whatever you need. It’s absolutely imperative that you keep communication lines open during this time with people that you trust. With a disease such as addiction, most people feel like they might burden someone else with their problems, but it is important to know that you have the right to seek help and receive it. </p>

<h2><strong>Connecting in the 21<sup>st</sup>
Century</strong></h2>



<p>Thankfully, social distancing does not
apply to social media. With polarized views on the dependency modern day humans
have with connectivity and our fixation on social media, this is when staying
connected actually saves lives. </p>

meetings in Malaysia. Dial their hotline to get connected with coordinators who
will be happy to help you with all the necessary information you will need to
get through this difficult time. </p>



<p>It is normal to feel a sense of hopelessness as you battle with addiction alone, but please remember that help is there for you. </p>

<h2><strong>Relapsing</strong></h2>



<p>In the event of a relapse, forgive yourself
and try again! When recovering from a bender, toxic feelings of self-loathing
is a major prevention in attempting sobriety once more. Please know that it is
alright, and the fact that you are willing to try is a victory in itself. You
are worthy of love and acceptance, and your struggles are valid. You owe it to
yourself to try again and again. </p>



<p>In order to help yourself through a
relapse, ensure that you are creating healthy boundaries for yourself.
Temptations are everywhere even in a lockdown because of access to delivery
services. Remove any apps from your phone that might encourage alcohol delivery
and be careful to also filter out certain people in your life who might not
take your road to sobriety seriously. Saying goodbye to alcohol or substance
abuse, and even the people who encourage it will feel like a tremendous loss
that will no doubt cause any addict to suffer great anguish. It’s alright to
mourn. Do know that in such an act of defiance, you are choosing life and you
are allowing yourself to heal. You deserve to be happy.&nbsp; </p>



<h2><strong>Friends and Family </strong></h2>



<p>There are many of us who may know someone who
is struggling with addiction and may not know how to help them. The most
important thing to do is to refrain from all kinds of judgement as we might not
understand their personal turmoil. It definitely is not as easy task for family
members and friends of addicts to help their loved ones with such a destructive
disease but remember that patience, kindness, and compassion are key. </p>



<p>For those who have endured fractured
relationships with an addict, it is alright to grieve and want to move on. It
is also alright to try to forgive them for any wrongdoings, and to wish them
well with their recovery. After all, everyone of us are fighting silent battles

<h2><strong>Coping with Nicotine</strong></h2>



<p>Apart from drugs and alcohol, this will probably be a good time for many people to consider kicking that nicotine habit too! Often used as a coping mechanism, cigarettes and vaping are physical replacements for many who are undergoing recovery. While it is completely understandable, remember that you are trying to heal from within, and that you are taking steps to live a healthier life. Relying on smoking in the long run proves to have adverse effects on your overall wellbeing which will lead to other health complications. <p>In wake of the initial two weeks of imposed social distancing, many were plunged into uncertainty and additional stress. Apart from being expected to continue functioning professionally, those with families were shouldered with additional roles of socialising and caring for members without heed for &#8216;office hours&#8217;. </p>



<p>The extension by three weeks with foreseeable stricter movement controls dampened hopes of people continuing with routine life, and even leave some with more concerns than contracting COVID-19.</p>



<p>Mental health is bound to deteriorate with these sudden changes, so here are some tips to hopefully keep the anxiety at bay.</p>



<h2>Socialising</h2>

<p>As naturally social beings, we need to establish some solid means of keeping in contact with people we care about. This can range from having meals together, or checking in every now and then with those confined to separate areas.</p>



<p>Diversifying communication also helps, as texting can sometimes leave one feeling a little more isolated than intended. Calling someone up and hearing their voice can directly affect moods, and the modern messaging of tagging each other in social media posts can help bring in some much needed humour and support.</p>

<p>You&#8217;ve probably noticed by now that the surge in online activities include many taking to exploring simple recipes and sharing challenges in fitness and creativity.</p>



<p>Gaining a new thing to focus on during your isolation will help you maintain a sense of little excitement and passion, and can be as simple as watching a movie you haven&#8217;t had time for, or reorganising your closet.</p>



<p>The more diverse your external sources of focus are beyond work and household, the more durable your resilience will be against stress as you will be able to shift focus and not succumb to muddled, negative thoughts.</p>



<p>For the elderly who do not have office work to catch up on, a healthy supply of puzzles and reading material is highly encouraged to keep the mind active and thinking. </p>

<p>Oftentimes, a response to anxiety and stress is an increase in appetite. This is because your mind becomes a little overactive, triggering some hormonal metabolism. &#8220;Eating because you are bored&#8221; can become a problem, and can severely disrupt proper intakes of sugar and salt.</p>



<p>No, we&#8217;re not telling you to completely avoid snacking in between meals, but you must develop a consciousness as to what your go-to coping munchies are. Work in more fruit and nuts into your diet, and your body will thank you in the long run. </p>



<p>And for those who face a lower appetite in the event of ongoing stress, rather than force down a plate of rice, try eating in smaller portions, or replacing that meal with easier digestible items such as fruit and cereal.</p>



<p>This is also a good time to figure out how your body functions. Some people actually feel more functional with a vegetarian diet, while others might discover that eating two meals a day instead of three works better with their lifestyles. Keep comfort food such as deep-fried stuff for a once-a-week treat, and up that nutritional intake with greens and steamed foods!</p>

<p>As much as we&#8217;d like to change the subject, concerns about the global status of COVID-19, our country&#8217;s economical and political health, as well as the latest status of our jobs can easily become overwhelming. </p>



<p>The trick here is to seek being informed but not overpowered. It takes some practice, but catching yourself just before that impulsive reaction to growl at some new idiocy published can help behavioral management in the long run.</p>



<p>Also, to people dealing with family members who over-indulge in WhatsApp news (a.k.a. conspiracies and &#8220;home-remedies&#8221;), we can only wish you to remember that patience is a virtue, and communication skills will be tested. Remember the point above! Enforce strategic communication techniques, and resist resorting to shouting matches.</p>

<p>There will be days when you will not feel functional or productive, which is completely understandable. But rather than allowing yourself to be consumed by the frustration, switch up your routine! Activeness and pacing comes into play, and with a little primary-level timetabling, you can regain power over your day by moving on to the next thing. </p>



<p>In regards to the bigger picture, performing an altruistic exercise of reminding yourself why the need to coop up indoors can help. There are members of your household you need to protect, and members of other households you would rather not catch the virus.</p>



<p>For families with children and pets, understanding and dealing with current events, work stress, and other areas will process differently. Managing your own anxiety can have positive effects on these family members, and one thing to remember is that you are all in this together.</p>

<p>In the event of COVID-19 getting to a manageable level and hopefully eradicated, many things will not be as they once were.</p>



<p>Already a massive financial loss has been recorded beyond the travel and hospitality industry, affecting event companies, advertisers, and F&amp;B. Children will be behind in syllabus-based education, and based on previous mass quarantine measures such as during the smallpox outbreak in 1972 Yugoslavia, a good percentage of the population is in danger of developing some form of PTSD and addiction problems.</p>



<p>Avoidance behaviours, dependency issues, stigma, and competency will fluctuate negatively, and recovering as a nation will not come without a few hiccups.</p>



<p>It is hard to know what exactly to be prepared for, and to be prepared for anything and everything. But combined with the tips shared above, maintaining a sense of routine and normalcy will help you process and respond to future issues rationally, and your mental health will be equipped to handle whatever&#8217;s coming next.</p>

<p>There
is currently in place a very unfair decision made by the Malaysian government
which we strongly feel needs to be corrected.</p>



<p>There
are a number of people living here with a Malaysia My Second Home (MM2H) visa,
people who have chosen to make Malaysia their home and place of permanent
residence. Under the existing Movement Control Order (MCO) these residents are
now being denied entry to the country simply because they do not hold a Malaysian
passport.</p>



<p>These
MM2Hers are generally older people who are retired, notably because the
programme does not allow people to work in Malaysia with very few exceptions. A
few people have jobs overseas and use Malaysia as a base.</p>



<p>The
MM2H programme has over the years attracted over 40,000 people and the
government often talks about it as successful programme; however there is big
difference between the people who acquire the visa and occasionally visit and
those who apply so they can relocate their home and their lives here.</p>



<p>Many
people who hold the 10-year MM2H visa do not actually make their home in
Malaysia. These occasional visitors adds to the number of approved applicants, so
people can say the programme is a success but most of them do very little to
help the Malaysian economy.</p>



<p>The
second group, however, have set up homes here and collectively contribute
billions of ringgit to the economy; something the country really needs right
now. They buy houses here, buy cars and other capital items like furniture and
household equipment. On average, based on research TEG Media conducted &nbsp;in 2019, MM2Hers living here spend around
RM10,000 a month – or around RM120,000 a year – in the country. It is easy to
see how, when you have a few thousand people like this, its very good news for
the economy of Malaysia. Our research also revealed that 60% of the people who
have relocated here plan to spend the rest of their lives here. In other words,
they have chosen to make Malaysia their permanent home.</p>



<p>But
now the government is inexplicably turning its back on this group.</p>



<p>One
of the many things people like about living here is the ability to take
vacations to the many interesting countries surrounding Malaysia. At the time
of the implementation of the MCO, a number of MM2Hers were out of the country,
certainly never thinking that the government would not let them come back to
their homes.</p>



<p>Now
some are stranded overseas with nowhere to go and the immigration authorities
refuse to let them back into their homes because the government says they are
not welcome. They have done the same to people with employment passes, but they
are generally not facing the same problems as the MM2Hers who live here
permanently. All the immigration officers have to do is ask the MM2H or
employment pass holder if they have a permanent home here and if they do, give
them the same Covid-19 screening given to Malaysian citizens, and ask them to
stay home for a few weeks. But they will not.</p>



<p>We
are only talking about 100 or so people, and we cannot understand why no one
cares about them now the country has a health problem.</p>



<p>Apart
from the sheer inhumanity of not letting them return to their homes, this is a
terrible message to send the international community about the Malaysia My Second
Home programme. They were enthusiastically welcomed, met the stringent terms of
the visa, and are the ones who gave the most to the country by making it their
permanent home – and they are now being refused entry back into the homes they
created here. </p>



<p>TEG Media, and specifically its CEO Andy Davison, have been involved with the MM2H programme for many years, and are now trying hard to get the government to change this policy and at least allow those MM2Hers back into the country who own or rent a home here. It’s very hard to understand why they are not permitted to do the self-isolation in their own homes.</p>

<p>With rumours of the Movement Control Order being potentially extended beyond the month of March, shopping for essentials will have to be a little more strategic and controlled. </p>



<p>If you do not have the storage space for two weeks worth of groceries, shopping for one week is also doable, and will help cut down on over-buying and depleting sources for other families.</p>



<p>Here&#8217;s a straightforward guide on what you need to keep track of during your next scheduled trip to the supermarket!</p>



<p><em>NOTE: Before you enter a grocery store, note that it is a high contact area, and you will be touching plenty of things. More people will also be around, which means extra precautions must be taken. Some markets will not allow you in without a face mask, and wearing latex gloves may be a good idea to keep your hands from directly touching common surfaces such as trolley and refrigerator handles</em>.</p>



<h2>Dry Pantry</h2>



<p>These items are usually considered &#8216;non-perishable&#8217; based on shelf life and can probably last a family of four at least two weeks.</p>



<ul><li>Cereal/oatmeal</li><li>Canned/Jarred/Pouched foods (including dried fruit, sauces, stock, soups, dried meats, beans)</li><li>Grains/pasta (including couscous and lentils)</li><li>Powder milk</li><li>Protein power/meal replacement powders (but it is also important to keep a balanced diet)</li><li>Sugar and salt</li><li>Spices</li></ul>

<h2>Snacks</h2>



<p>These are completely optional, but can alleviate the frustrations of eating meals with little or no variation, and sometimes even be sides to the main course! Nutritional-wise, it is best to stick with snacks that are low in sugars and sodium, and personal snacking habits will do well with a little monitoring.</p>

<p>Mostly allocated to foods that are perishable and best consumed fresh, these items are the most sought-after during shopping trips, and the risk of depletion is high. Outline your recipes beforehand, and remember, these items don&#8217;t keep well, so buy only what you need.</p>



<ul><li>Eggs</li><li>Fruits (hard fruits like apples and pears last longer than strawberries and watermelons. If buying fruits that do not need refrigeration, buy unripe ones that will last longer uneaten.)</li><li>Vegetables (leafy vegetables wilt quite fast, so packed salads might not always be a smart thing to grab unless intended to consume within the next two days. If you are reintroducing greens more into your diet, start with hard vegetables such as carrots, cucumber, and peppers)</li><li>Milk (dependent on source)</li><li>Cheese and yogurt (sliced cheese will keep, but for cheese blocks and yogurt litre tubs, you might want to check your fridge settings for storage guidance)</li></ul>

<p>Unless you&#8217;re lucky enough to have an additional freezer chest running, this box is limited in space despite keeping things lasting for a long bit. Remember to allocate some space for leftovers!</p>



<ul><li>Butter/margarine (a little goes a long way, unless you&#8217;ve decided to kick-start some home baking)</li><li>Meat and seafood (be prepared with some knowledge of freezer burn and how to avoid it when storing these items)</li><li>Bread (will keep up to three months!)</li><li>100% juice concentrate</li><li>Veggie-based &#8216;meat&#8217; (for a little variety!)</li></ul>



<h2>Other essentials</h2>



<p>Covering non-edibles and circumstantial purchases (such as families with babies, pets, and those requiring over-the-counter medications), here are some items to do a stock check of and replenish where necessary.</p>

<p><em>Fun fact: Hand sanitizers were apparently invented by nurse Lupe Hernandez in the 1960s who realised doctors and nurses did not have time to scrub prior to attending to all patients. While it does aid in killing bacteria momentarily, washing hands is always the best method of cleaning.</em></p>



<p>For families with babies and/or pets:</p>



<ul><li>Pet/baby food (wet and dry)</li><li>Diapers (try cutting down on disposables with cloth diapers if possible)</li><li>Sterilising tablets</li><li>Kitty litter/ hamster bedding/ dust bath/ fish food</li></ul>



<p>For those needing medications:</p>



<ul><li>Keep a list handy so that other family members/helpful people know what to buy, and to try and get at least two-weeks worth if possible.</li></ul>



<p><em>NOTE: After returning from a shopping trip, an important thing to do is to take a bath. Not a simple shower, a soapy bath. Discard of your face mask and gloves properly, and wipe down your shopping bags. Also remember to disinfect your doorknobs and house/car keys so that no other family member who didn&#8217;t go out is exposed to potentially harmful pathogens brought from outside.</em></p>

<p>You need not look far for a staggering amount of advice and admonitions about what to do to protect yourself from the coronavirus. It can be overwhelming, to the point that an equally mind-boggling number of articles and websites have cropped up specifically to debunk or clarify a lot of this misinformation.</p>



<p>In actual fact, there are really only three things you need to remember, each of which has only three words. Taken together, this will form a solid foundation for fighting the pandemic, both personally and community-wide.</p>



<p>Ready? Here it is:</p>



<ol><li><strong>Wash Your Hands. </strong></li><li><strong>Practice physical distancing.</strong></li><li><strong>Ignore social media.</strong></li></ol>



<p>Let&#8217;s break it down, though it really is every bit as simple as the nine words above.</p>

<h3>Wash Your Hands.</h3>

<p>Do it well. Do it often. Don&#8217;t let up. <a href="https://edition.cnn.com/2020/03/24/health/soap-warm-water-hand-sanitizer-coronavirus-wellness-scn/index.html">The importance of good, proper handwashing with soap and water cannot be overstated</a>. Wash vigorously for at least 20 seconds (hum the &#8220;Happy Birthday&#8221; song to yourself twice if you lose track of time), and do this regularly every day, particularly after being outside, using the bathroom, and before and after handling food. The whole &#8220;wash your hands&#8221; mantra extends to practicing excellent all-around <a href="https://www.expatgo.com/my/2020/03/18/during-the-covid-19-lockdown-heres-how-to-properly-disinfect-household-surfaces/">household hygiene</a>, too.</p>

<h3>Practice Physical Distancing.</h3>

<p>We get it. This is hard. People are social creatures, and we crave human companionship when denied it. Nevertheless, this isn&#8217;t forever, and experts say that six to eight weeks of physical distancing is what&#8217;s necessary to break the rampant community transmission of Covid-19. The key is to stay home unless it is genuinely necessary to go out, and when you do leave the house, you must – as grim as this sounds – look at everyone else as being positive for Covid-19. <a href="https://www.sciencealert.com/who-is-no-longer-using-the-phrase-social-distancing">You need not socially isolate yourself from other people, just maintain a safe distance</a> (1-2 metres, depending on whose advice you&#8217;re taking.) Physical distancing doesn&#8217;t just protect you personally, it protects everyone around you. And when we all engage in this as a community, IT WORKS. <h3>Ignore Social Media.</h3>

<p>This cannot be stressed enough: Facebook, WhatsApp, Twitter, and Instagram are <em>not </em>solid, reliable sources for news at the best of times, let alone in a global crisis. At the very least, ignore forwarded messages and emails from your friends and acquaintances. At most, scold them for having forwarded them. Some are so ridiculous, they&#8217;re laughable. But some are actually dangerous. Sadly this isn&#8217;t limited to social media, but even includes suggestions <a href="https://edition.cnn.com/2020/03/23/health/arizona-coronavirus-chloroquine-death/index.html">baselessly given by US President Trump</a> and <a href="https://www.malaymail.com/news/malaysia/2020/03/21/asked-if-warm-water-kills-covid-19-health-d-g-says-only-subscribes-to-evide/1848795">Malaysia&#8217;s Minister of Health</a>. If someone forwards you a message without a clear, credible source (including a link that you can verify), ignore it. One going around just today was that Western countries are seeing faster spread of the virus because people there like to eat salads, and the virus can live on vegetables for up to 48 hours. Not only is there no scientific or medical evidence to support this, how is there possibly any benefit to anyone in spreading around something like this? Don&#8217;t be part of the problem. <a href="https://edition.cnn.com/2020/03/18/tech/whatsapp-coronavirus-misinformation/index.html">Stop spreading pointless, unverified, and harmful messages</a>. </p>



<p>Remember, the positive actions each of us take not only serve to keep us individually safe, they work cumulatively to stop the spread of Covid-19 and protect our friends, families, and neighbours. So remember that you have something to <strong>Wash</strong>, something to <strong>Practice</strong>, and something to <strong>Ignore</strong>!</p>

<p>With Malaysia under its current lockdown in
a bid to curtail speedily rising numbers of Covid-19 cases, pet parents who are
seeking treatment for their fur-babies must also adhere to several guidelines
as implemented by all vet centres. </p>



<p>Here are the 5 guidelines that must be
taken into consideration if you have sick pet:</p>



<ol><li>Kindly contact your nearest vet to make an appointment articulating the cause for your visit. No one is allowed entry at any veterinary premises without a valid appointment for treatment, or to purchase medical supplies, merchandise, and pet food. Do note that your appointment may be cancelled if you are more than 10 minutes late.</li><li>Only 1 person per pet will be allowed to enter vet premises to avoid overcrowding receptions areas. Any other accompanying person will have to wait in their respective transportations, or outside vet clinics until appointments are complete. </li><li>Pet parents making vet visits will have to don mandatory face masks and use available hand sanitizers before proceeding with appointments. </li><li>IF you are found to be exhibiting any symptoms of cough, flu, fever, or sore throat, you will NOT be allowed to enter the premises.</li><li>All ward visits for pets boarding at vet facilities are NOT ALLOWED for the time being until the MCO is lifted. You will be notified to pick up your pet only when they are being discharged. </li></ol>

<p>Under the Movement Control Order (MCO) the Malaysian government has set a number of rules.</p>



<p>The MCO stipulates that no persons are to make any journey from one place to another place, except for the following reasons:</p>



<ul><li>To perform any official duty</li><li>To buy, supply or deliver food or daily necessities</li><li>To seek healthcare or medical services</li><li>To make a journey to and from limited categories of premises, including any premises which provide essential services, premises involved in the food supply chain, premises selling food and beverages through drive-through, takeaway and delivery.</li><li>Any other special purposes that may be permitted by the director-general</li></ul>

<p><strong>Basically, you are permitted to leave your home only to perform necessary tasks and errands, and not for social or leisure purposes.</strong></p>



<p><br>•   The MCO is in place until March 31, but there is always the possibility it may be extended, amended, or strengthened. All residents of Malaysia are essentially required to remain in their homes until March 31, though limited excursions are permitted for necessities. (See below)</p>



<p>•   Only essential businesses (water, electricity, banking, energy, oil, gas, and food supply, etc.) are allowed to stay open, all other businesses, including retail shops and food and beverage outlets must close their premises. However, F&amp;B outlets can open for take-away sales. All places of education and worship are required to close.</p>



<p>•   Companies are required to pay full wages during this period, but for smaller businesses, that may prove difficult or impossible as they are closed and not earning any income. Unlike European countries, Malaysia has not yet announced any plans to provide any support to cash-strapped households or small businesses.</p>



<p>•   One person is allowed to leave their house to go and buy groceries, medicines, etc. If two people are stopped, they will be asked to explain why it required more than one person. The government assures everyone there is no shortage of food.</p>



<p>•   The police are being asked to monitor people leaving their homes, and although they can fine you or even imprison you, they are at this time simply reminding people of the rules. The army is being asked to also assist in monitoring movements effective March 23.</p>



<p>•   Interstate travel across the country is only permitted with police permission, and there has to be a compelling reason for it.<br></p>



<h3>INTERNATIONAL TRAVEL </h3>



<p>All foreigners are not permitted to enter the country during the MCO. The only exception is those having PR or expats working in essential businesses. Other expats with employment passes are not allowed entry and this also applies for foreign students and dependents. If you are a foreigner (even residing in Malaysia), you are allowed to leave the country, but bear in mind, you will not be permitted to re-enter, unless you meet the established criteria. If the foreigner is married to a Malaysian, they will be allowed re-entry, again subject to the health rules.</p>



<p>Surprisingly, the restriction on foreigners also excludes people with MM2H visas, even if they have made Malaysia their home. We have appealed this decision, but so far without any success.</p>



<p>Malaysians and those foreigners who are permitted entry will be screened upon entering the country and must comply with a 14-day self-quarantine period.</p>



<p>As noted above, foreigners are allowed to return to their own country, but will not be allowed to return during the MCO period.</p>



<p>If their visa expires during the MCO period, or while they are stuck overseas, they can update it within three months of the MCO period (presumably its end date) or 30 days of returning to Malaysia.</p>

<ol><li>As you are aware, the Government has declared Restricted Movement Order from 18 to 31 March 2020. </li><li>Following the declaration, follow up steps have been taken to coordinate and detail out the implementation of the Order. The National Security Council had a coordination meeting between government agencies on 17 March 2020 to ensure the smooth implementation of the Order. To ensure the needs pf the people are not affected during the restricted period, certain services listed are allowed to operate. </li><li>The Order will be effective from 12 midnight, 18 March 2020 The public is required to obey all regulations stipulated by the authorities. </li><li>To implement the Restricted Movement Order, the Prevention and Control of Infectious Diseases (Measures Within the Infected Local Areas) Regulations 2020 was gazetted on 18 March 2020. PDRM and RELA have been appointed as the authorized persons under Section 3 of the Prevention and Control of Infectious Diseases Act. </li><li>To ensure the effectiveness of the Order, the general public is advised to stay home at all times except to fulfill basic needs.
