Getting a Driver’s Licence in Malaysia

Visitors are permitted to drive in Malaysia using a valid license from their home country, together with an International Driving Permit, depending on the country that issued the license and the applicable international agreements. You can confirm your eligibility with Malaysia’s Road Transport Department, known as JPJ, and check that your motor insurance recognises the licence you intend to use.

Since May 2025, most expatriates are no longer permitted to simply convert their foreign license into a Malaysian license. Conversion remains available to certain categories, including diplomatic identity card holders and participants in the Malaysia My Second Home programme. Most other foreigners residing in Malaysia for more than 12 months must complete the normal Malaysian licensing process, which essentially means joining a Malaysian driving school.

After registering with a JPJ-accredited driving institute, attending the theory course, they have to sit a written test followed by an on-road test. Successful applicants receive a two-year Probationary Driving Licence, commonly called a “P licence”, before progressing to a full Competent Driving Licence. The ‘P licence’ must be placed on their vehicle.
